If you have ever been drawn in by super low flight fares online, only to find the final cost much higher at checkout, you are definitely not alone. The Civil Aeronautics Board (CAB) in the Philippines has taken notice of this practice and is now holding some major booking platforms accountable.

Popular online travel agencies Agoda and Trip.com were recently fined by the CAB for allegedly advertising flight fares that were lower than the actual prices customers paid during booking. According to the board, these platforms failed to comply with rules requiring transparent and accurate pricing.
It is a problem many travellers have experienced. You see a great deal, get excited to book, but then realise that hidden charges and fees suddenly appear at the final step. The CAB believes this kind of pricing is misleading and unfair to consumers.
Agoda and Trip.com are not the only ones under fire. Earlier, the CAB also fined AirAsia Move, the airline’s booking platform, for a similar pricing strategy. Here is a quick look at the penalties:
AirAsia Move received a fine of ₱6 million
Agoda was fined ₱4 million
Trip.com was also fined ₱4 million
These penalties were based on findings that the initial advertised fares did not reflect the final price once booking was completed.
For many Filipino travellers, especially those who plan trips on a budget, accurate pricing is essential. Seeing one fare upfront but paying more later creates frustration, confusion and, in some cases, financial stress. Transparent pricing helps people make better travel decisions without unpleasant surprises.
The CAB’s decision sends a strong message to booking platforms. Travel agencies must be clear and upfront about their prices if they want to maintain the trust of consumers.
