As Christmas draws near, the Metropolitan Manila Development Authority (MMDA) is gearing up to manage the inevitable traffic surge through its holiday traffic management plans. Key measures will include adjusting mall hours and halting roadworks.
In Memorandum Circular No. 15, MMDA has mandated that shopping malls in Metro Manila adjust their operating hours to 11 AM to 11 PM from November 18 to December 25, 2024, to reduce traffic congestion. This directive applies to 131 malls across NCR.
Mall-wide sales are also prohibited from November 18 to December 25. However, individual stores or outlets within the malls may hold sales on weekdays, as long as no announcements or advertisements are posted.
Additionally, deliveries to shopping malls will only be permitted between 11:00 PM and 5:00 AM, with exceptions for perishable goods.
At a press briefing held on Wednesday at the MMDA Head Office, Chairman Romando Artes explained that the agency decided to reinstate these measures to prevent Metro Manila roads from becoming “massive parking lots” during the Christmas season.
MMDA will implement a temporary suspension of road excavation activities in Metro Manila from midnight on November 18 to midnight on December 25. This suspension covers activities like road reblocking, pipe-laying, and other construction work that could disrupt traffic flow. However, exceptions will be made for government flagship projects, DPWH bridge repairs, flood management projects, and emergency leak repairs.
Following these changes, MMDA will request the Department of Transportation (DOTr) to extend the operating hours of public transport systems, including the EDSA Bus Carousel, LRT, and MRT, to better serve late-night commuters during the holiday season.
Plan Ahead: With the adjusted mall hours, it's essential to plan your shopping trips in advance. Consider visiting malls during off-peak hours to avoid crowds and traffic.
Utilize Public Transportation: Take advantage of the extended operating hours of public transport systems to reduce your carbon footprint and avoid traffic congestion.
Be Patient: Remember, the holiday season can be hectic, so be patient and understanding with other shoppers and commuters.
