As the holiday season kicks into high gear, the Metropolitan Manila Development Authority (MMDA) is giving motorists a timely gift—leniency on minor traffic violations from 18 Nov-25 Dec, 2024. This initiative aims to ease the traffic congestion typically experienced during the Christmas rush, particularly in areas surrounding shopping malls and along major roads like EDSA.

MMDA Chairman Don Artes announced that traffic enforcers would focus on keeping vehicles moving, especially in high-traffic areas. Instead of issuing tickets for minor offences like swerving, enforcers will prioritise managing the flow of cars. However, motorists should note that serious violations will still be assessed on a case-by-case basis.
“Our enforcers will focus more on traffic management, particularly around malls,” Artes explained during a recent press conference. “For minor offences, there will be a warning instead of a ticket, but it will still depend on the violation.” The goal is to ensure smoother traffic flow and reduce the usual holiday bottlenecks.
To further mitigate congestion, the MMDA has implemented several other traffic management measures. Shopping malls will extend their operating hours, reducing the rush-hour crowding, and roadworks will be temporarily suspended under Memorandum Circular No. 14 Series of 2024. This suspension excludes emergency repairs and essential government projects.
Moreover, traffic enforcers will now be on duty until midnight to assist with the expected surge of vehicles on the road during the late-night shopping season. Artes noted that around 421,000 cars travel EDSA daily, based on the MMDA’s September traffic data, and these measures are designed to alleviate some of the pressure.
In collaboration with the Department of Transportation (DOTr), the MMDA is also considering extending the operating hours of key public transport systems, such as the LRT, MRT, and the EDSA Carousel bus route. The goal is to provide late-night commuters, particularly those staying in malls, with reliable transportation options to reduce the number of private vehicles on the road.

With these measures in place, the MMDA hopes to make the holiday commute a little less stressful for both motorists and commuters. While the temporary relaxation of minor violations is in effect, motorists are still encouraged to drive responsibly and follow traffic regulations to ensure everyone's safety.
