Japan to Block Visa Renewal for Foreigners With Unpaid Pensions and Health Insurance

Heads up, foreigners in Japan. Not paying your pension or health insurance could soon have serious consequences. The government is planning stricter measures that may deny visa renewals and block foreigners from staying if they have unpaid health insurance or medical bills.

Health, Labour and Welfare Minister Kenichiro Ueno confirmed that the Immigration Services Agency will use payment records to check residency applications. This new system is set to start in June 2027 so there is some time but not much.

Foreigners living in Japan for more than three months must enrol in national pension and health insurance programs. As of March 2025, foreign residents had only paid about 50% of their pension contributions. Health insurance was slightly better but still only 63% paid on average. The government says these unpaid contributions are a serious problem and have led to frustration among locals.

Some people have even left Japan with unpaid medical bills despite using health services. That is exactly the kind of situation this crackdown aims to stop. Authorities want to make sure everyone contributes fairly before using public resources.

The government is also rolling out an option for newcomers to pay health insurance upfront in a lump sum starting April next year. It is a small lifeline but only if you actually use it. This could make life easier for foreigners who want to avoid falling behind in payments.

This crackdown is part of a bigger push by Prime Minister Sanae Takaichi to tackle rule-breaking by foreigners without drifting into xenophobia. Immigration checks will tighten and authorities will review land rules and overtourism issues. Officials are also looking at ways to make the system fairer while protecting public services.

For Filipinos planning to live, work, or study in Japan this is a serious heads-up. Keep your health insurance and pension payments current. Falling behind could mean messy unpaid bills and a denied visa blocking you from staying in the country. Staying on top of payments now could save a lot of stress later.
